In a unpublished letter, COGAT chief Maj. Gen. Yoram Halevi sent to international officials on October 14, 2026, stated the following: Merchants reported Hamas demanding payments of approximately 10,000 shekels (roughly $3,260) per truck. Hamas allegedly threatened traders who refused to pay these fees. Hamas reportedly requiring that roughly 30% of the imported goods be sold for cash so that the group could gain direct control over the proceeds. COGAT noted these cash transactions violate the conditions for authorized merchants, who are required to use bank transfers. Because of these demands & threats, COGAT claimed merchants themselves had suspended the coordination of their deliveries until further notice. Gaza’s government media office refuted the claims on Thursday and condemned the “blatant disinformation campaign and false statement”.
