A 7/22/26 U.S.–Saudi Section 123 agreement focuses on exchanging U.S. tech applications for domestic/ civilian energy independence reactor technologies, aptly, mini reactors which would be localized in Saudi Arabia for its population & in U.S. States seeking commercial/ civilian energy independence. The preliminary agreement requires Congressional authorization & a non-proliferation weapons agreement, making it a strictly, civilian-based treaty. Saudi Arabia has recently found it is rich in 'heavy' rare-earth minerals, including uranium, & is actively exploring commercial applications, as well as 'next-generation' technologies of rare-earth minerals. The agreement allows for a tech knowledge-uranium exchange partnership creating a new state-side & Saudi-soil mini-reactor technology industry. The findings & peaceful application focus of at least 114 million tons of rare-earth minerals in Saudi Arabia have been shared in varied venues & international non-proliferation agencies.
