Trump’s October 16 order used Section 115, which lets the president waive the Act’s sanctions, restrictions, & duties after submitting a national-interest certification & report to Congress, pausing the new Russia-related measures before they were due to take effect: Tariffs: The order set 500% duty on Russian goods & conditional 100% duties on certain goods from countries linked to Russian energy purchases or sanctions evasion, then waived those duties’ application. Sanctions / restrictions: Waived specified Act provisions covering foreign persons & restrictions on people/ transactions, including measures involving financial institutions, investment, & Russian government-related transfers. Existing measures: It did not cancel sanctions imposed under earlier executive orders. The order expressly says those remain unaffected; the waiver applies to measures under this Act. The Act remains in force, but the executive order waives the application of the provisions it specifically lists.
